TANF Educational Awards Program (TEAP)
Overview
What is TEAP?
TEAP is a one-year pilot financial aid program for the 2008-2009 academic year. It offers incentive payments to students contingent upon meeting academic performance goals.
Who sponsors the program?
The TANF Educational Awards Program (TEAP) is based on a joint effort of the Ohio Department of Job and Family Services and the chancellor of the Ohio Board of Regents. MDRC, a non-profit, non-partisan education and social policy research organization, will partner with the participating colleges to conduct an evaluation on the impact of performance based scholarships.
Which schools offer the program?
TEAP will be offered at only four campuses: Sinclair Community College, Lorain County Community College, Owens Community College and Hocking College.
Eligibility
What are the student eligibility requirements?
To qualify for the program, students must meet specific TANF (Temporary Assistance for Needy Families) eligibility requirements including U.S. citizenship and Ohio residency, have an Expected Family Contribution (EFC) of zero (0) as reported on their Free Application for Federal Student Aid (FAFSA) and be the custodial or non-custodial parent or legal guardian of a minor child who is an Ohio resident (pregnant students would qualify with a self-declaration).
Do all eligible students enrolled at a participating school receive TEAP funds?
No. Eligible students will be randomly assigned by lottery to a program group (with 60 percent probability) whose members will receive TEAP incentive payments, or a control group (with 40 percent probability) whose members will receive a regular financial aid package that does not include TEAP incentive payments. Random assignment will allow for the collection of unbiased data to measure the impact of need-based financial aid on student enrollment and retention. The goal of all parties involved is to use the data collected as a tool to assess the efficacy of TEAP, generate ideas for program improvement in the future and advocate for continuation of the program and additional TANF funding in future years.
Incentive Payments Information
What academic criteria must be met in order to receive TEAP incentive payments?
Students must complete a designated number of credits with a grade of C or better in graded courses, and a passing grade in pass/fail courses, in order to receive the payments.
How much are the incentive payments?
Those students who meet the performance requirements on 12 or more credit hours will receive a full-time TEAP incentive payment in the amount of $900 if attending a semester school, or $600 if attending a quarter school.
Those students who meet the performance guidelines on 6 to 11 credit hours will receive a part-time TEAP incentive payment in the amount of $450 if attending a semester school, or $300 if attending a quarter school.
Those students who meet the performance guidelines on 0 to 5 credit hours will not be eligible for TEAP payments.
How and when will the incentive payments be made to students?
Participating campuses will make incentive payments directly to TEAP students who meet the performance requirements at the conclusion of the appropriate term once grades have been posted.
